PUBLIC NOTICE
The Down Department Authority of Social Circle is applying for funding from the U.S. Environmental Protection Agency (EPA) Brownfields Cleanup Grant to address contamination at the historic Social Circle Cotton Mill Site located in the Historic District.
A draft grant application, including the draft Analysis of Brownfield Cleanup Alternatives (ABCA), is available for public review and comment at:

The Downtown Development Authority will hold a Public Meeting to present the proposed cleanup plan, review the draft ABCA, discuss key components of the EPA Cleanup Grant application, provide site history and environmental context, and receive community feedback:

Location: Community Room: 138 E Hightower Trail
Community members are encouraged to attend, review the draft materials, provide comments, and learn more about future redevelopment opportunities for this important neighborhood site.
Submitting Comments:
Written comments on the draft application and ABCA may be submitted by email. Comments will also be accepted during the public meeting. Written comments will be accepted through 4:30 PM on January 20, 2026.
